Work at both levels - stay tuned to the content channel and the process channel
Make a process observation - a statement you are seeing (some people have said very little)
Proactively suggest a change - "I'd like to hear from..."
Give individual or group feedback - if the feedback is negative, make sure you are constructive, specific and explain the consequences of the behaviour
